I do agree with most of this, didn't get a chance to review the first so I'll put my two cents in on this one. I do like the fact that you mention the parodies of parodies, such as all of the awesomes as well as overall trends that go on in style of animation (Madness for example). The part about adding in anime as a filler is also true, most people would give up good structure and a decent storyline to watch a girl's eyes sparkle. The hierarchy worked well enough, but then again if you take the same formula you gave (Timing+Situation+Intended audience= ha ha) you can just generalise in alot simpler fashion, seeing as timing would have to be generally every few seconds over a one minute period, the sittuation is whatever the person is mocking, and the audience is a group of people who actually made Numa Numa into a Viral hit for more than three years running. Think of adding fat guys dancing to some awkward J-pop esque song and instant front page.
And now for the usual marks:
Graphics-9/10: You are obviously a talented animator, at least when it comes to mouth movements and standard character poses, so that marks this up.
Style-5/10: Although you are one of the first people to directly mark the hipocracy of newgrounds ratings and prized cartoons, this is just a parody more or less of a website which has been done alot before, not a bad thing, but still loses points none the less.
Sound-5/10: Eh, not much to say, just a guy talking on a microphone from a script that he wrote, not bad, not good, just eh.
Violence-2/10: I feel that hateful messages will follow this.
Interactivity-1/10: Just play buttons and a couple links, but then again this is not a game so why bother?
Humor-10/10: Very funny, at least from another animator's standpoint.
Overall-7/10: Overall, not bad, neither was the first, and I do find it ironic that you did make front page with all of the tips you gave while expecting it to not go anywhere. Not bad, hope to see some more stuff by you hit frontpage other than just tips.

I like some parodies.
some parodies are kinda funny, but unlike the average new grounder id take good plot and clever writing over an overused parody any day.
You forgot one important part...
In the Hierarchy of Humor, you forgot one of the most important pieces of humor on newgrounds: the cock joke.
