You can stream via any app that supports Icecast. The URLs are:
https://stream.ungrounded.net/electronic
https://stream.ungrounded.net/heavymetal
etc. Just change the last part to the name of the station all lower case with no spaces.
Pretty much any app will support this: iTunes, VLC, various phone apps, etc.

Loving the NGR, I just wish there were more categories. But I get it, there then has to be enough people on NG making that type of music. If... NGR works the way I think it does(NG members make music, click a box to let it play on certain radio channels... right?)
To be honest, I think more people should tell their friends to use NG. is a fantastic site I honestly don't know why I stopped using it over a decade ago.

Probably. Safari causes the most problems for us out of every other browser.

Love having an electronic station other than Youtube for content. Would be cool if there was a Dark Electro or Industrial Electronic style station.

Somehow doubt a skip button could work, considering the fact that it really does play like a radio, in that it's a livestream for everyone. Only could work if they converted it to basically be an auto-generated shuffled playlist of the category... which would also be cool.
As for the rights, you're probably right. Most music pieces I see on here either have the straight-up "contact me for use" or the somewhat more lax "You may not use this work without making specific arrangements with the artist UNLESS your work is a web-based game or animation, in which case you may use this freely." -- which still doesn't follow your proposed use case.
Anyone feel free to correct me on either of my two above points if I was off somewhere.

Probably no skip button anytime in the near future. Streaming I'm not too sure. Others have done so.

Like how Rythm had it's commands of !play or whatever [!] command prompt you gave it while connected to a voice channel. Having one setup to be like [[x]play Rock] and have the bot connect, give the 'Welcome to NewGrounds Radio...' intro, then play the currently running song would be how I'd imagine it would work.
