This was quite good. Simple, yet entertaining.
The concept was a nice analogy to the real world, and the ways you achieve the goal are as efficient as they should be. It makes sense in all its simplicity. All the political moves had a short-term goal and a long term one. Thus a move that would provide certain benefits now paves the way for something to happen later, and you could even backtrack on some moves after they've fulfilled their purpose, the biggest example of which is the taxes.
Some laws allowed further establishing your "police state" dominance, whereas others didn't have an impact on your other choices. I assume you meant that some are more important than others, even though they somewhat limit your options and make 1 way to easy success. I got a "hardcore ending" which I suppose is the best one, since I cannot see any medals being distributed. So if it's easy to guess which moves lead to certain success, it takes some of the fun away.
I also loved the random events that happened, even though I wanted them to have a bigger impact. Perhaps in a sequel or a more polished version this could happen. The art style was also nice.
All in all, it was wonderful in its simplicity. If this motivates you, I'm expecting bigger projects from you, because I think you can deliver. You know what direction to go.
